Request for Technical/ Freelancing Coaching Services / (Individuals)
1. Background About Women’s Affairs Center (WAC):
Women’s Affairs Center (WAC) is a women knowledge-based center playing an innovative and catalytic role in empowering women and advocating women's rights and gender equality in the Palestinian sustainable development process. Its mission reflects that it is an independent and non-profit Palestinian NGO with the purpose of empowering women and advocating women’s rights and gender equality through capacity development, information, and innovative research and advocacy programs. While implementing its strategy to fulfill its vision, WAC is guided by international human rights principles including empowerment and participation; equality and non-discrimination; and accountability to ensure justice and dignity for women.
2. About the “Economic Empowerment for Gaza Entrepreneurs 2022” Project:
WAC is implementing the “Economic Empowerment for Gaza Entrepreneurs 2022 (GoPinky-1)” project which is funded by DanChurchAid/Norwegian Church Aid (DCA/NCA). The project aims at enhancing economic empowerment and increasing the prosperity of low-income young women and men in the Gaza Strip through joint approaches that support innovation and entrepreneurship to overcome challenges that impede achieving progress toward sustainable economic development. It targets unemployed young female graduates and young Gazan entrepreneurs. It provides support to young female graduates to acquire digital skills and competencies required in the labor market and to young entrepreneurs to create new innovative businesses, which will, in turn, create employment opportunities and address market-related challenges
3. Assignment Objective:
WAC is considering the selection of highly qualified ICT coaches/mentors to be part of the training team which will cooperate in the implementation of some of the main project activities involving coaching and mentoring sessions for mentees of graduates who participated in the technical and freelancing training program during the project.
Coaches/Mentors will be mainly responsible for delivering coaching and mentoring sessions for the target group to equip them with the necessary skills in the fields of Graphic Design, WordPress, SEO and E-commerce Stores Management, Virtual Assistant, UX/UI Design, and Freelancing Skills. This enhances and bridges the gap between the local market needs and ICT young women graduates by improving their knowledge of the subject matter, strengthening the competency development of the mentees in the ICT sector market that raise their employability options. In addition to, producing a tool for the benefit of the ICT sector stakeholders, that assists to eliminate the challenges they face in the local and international ICT market.
4. Target Group:
Young female graduates from different governorates of the Gaza Strip are willing to advance their technical skills and join the digital world.
5. Main Tasks and Responsibilities:
The technical or freelance coach/mentor will be required to carry out the following tasks under the direct supervision of the project coordinator:
- Delivering mentoring sessions for each track on the topics (Graphic Design for (9-12 mentees), WordPress for (9-12 mentees), SEO and E-commerce Stores Management for (9-12 mentees), and Virtual Assistant for (9-12 mentees), UX/UI Design (9-12 mentees), and mentoring sessions on (Freelancing Skills) for the target group.
*Each group will receive a total of (100) technical and freelancing coaching hours. The coaching hours will be divided between technical and freelancing based on the needs of each group.
- Designing and implementing tools to measure the coaching impact and to provide individual recommendations for the mentees,
- Ensuring proper baseline data collection as well as end-line data collection in line with the evaluation strategy,
- Participating in meetings and workshops related to the project activities,
- Provision of progress reports and associated deliverables,
- Assessing and tracking mentees' progress and giving feedback,
- Developing a final report that reflects the change level of each mentee's skills,
- Making use of new technology such as distance learning,
- Helping mentees to get jobs and attract clients through freelance platforms,
- Being capable of conducting online mentoring sessions while required, and
- Performing other duties as may be assigned by the project coordinator concerning the mission.
Ps. The assigned coach/mentor has to plan, design, and implement the mentoring sessions that could be delivered face to face or online if needed, as a result of COVID-19 effects and social distance restrictions.
6. Professional Qualifications:
Each coach/mentor is expected to:
- Have a university degree in Engineering, Information Technology, Computer Science, or any other field relevant to the coach's/ mentor’s field of experience,
- Have vocational experience and up-to-date knowledge within the chosen topic,
- Have at least 2-year working experience on Freelancing platforms,
- Have a proven working experience as a trainer/mentor in the chosen track is a plus,
- Have adequate knowledge of local and regional markets and business opportunities for the chosen track industry,
- Have strong time management, communication, and networking skills, excellent reporting and formal writing skills in both English and Arabic,
- Strong analytical skills and enjoy finding creative solutions to problems,
- Have the ability to develop & maintain positive relationships with attendees,
- Have the ability to communicate technical information in a simplified way to mentees,
- Have good knowledge of MS Office applications, virtual tools such as Zoom, Skype, Google classroom, WhatsApp groups … etc, and
- Be fully committed and free during the course of the program.
7. Deliverables:
The coach/ mentor has to deliver the following:
- A successfully delivered coaching/ mentoring sessions for the target group,
- A detailed progress report of the implemented tasks, associated deliverables, and the mentees' progress in both Arabic and English languages, after conducting half of the coaching and mentoring sessions.
- A comprehensive final report in English and Arabic languages including but not limited to: an executive summary, methodology, implemented activities, the impact of the training on the target group, and the mentees' accomplishments, outcomes, and the required recommendations, success stories, and lessons learned. Validation of the submitted report from the Project Coordinator is a must,
- Coaching methodology, and
- Media coverage materials and rushes.
8. Timing:
The assignment should be delivered to the target group based on the chosen topics and the allocated mentoring hours that are already aforementioned. The work timeline may be altered by the project and ICT – WAC team at its discretion. A high commitment should be granted to the timeframe and any change in the timeframe should be discussed, justified, and validated by WAC. Any setback that occurs affects the cycle of mentoring sessions due to the failure of the mentor; WAC reserves the right to terminate the contracts without offering compensation.
9. Evaluation Criteria:
- Financial offer 30%.
- Relevant Experience, scientific background, and Proposed Methodology of carrying the assignment/ Technical Offer 70%.
Award criteria: WAC will award the Contract to the Candidate whose proposal has been determined to be substantially responsive to the documents of the Request for Proposal and who has obtained the highest overall score.
10. Application Process:

- Coach/ Mentor Description: A copy of the ID Card and CV highlighting past relevant assignments, the CV must highlight experience in conducting similar assignments and education and coaching methodology.
- Financial offers shall be submitted only in USD currency. (Use the enclosed template!)
The closing date for receiving offers is 06/09/2022, at 12:00 PM (local time of the Palestinian Territory). Offers must be submitted by hand to the WAC office - Procurement Department.
